TO AMEND THE MOTION TO RECOMMIT S CON RES 32, TO EXPRESS THE SENSE OF CONGRESS THAT, THE FEDERAL BUDGET SHOULD INVEST IN FUTURE ECONOMIC GROWTH BY PROVIDING INCREASED FUNDS FOR PROMOTING U.S. EXPORTS OF GOODS AND SERVICES, SCIENCE AND TECHNOLOGY, LABOR AND FORCE DEVELOPMENT (SKILLS AND ADAPTABILITY), RESOURCE AND INFRASTRUCTURE DEVELOPMENT, AND AVAILABILITY OF CREDIT FOR GROWTH SECTORS OR INDUSTRIES FACED WITH STRUCTURAL CHANGE, AND PROPOSING ALTERNATE BUDGETARY LEVELS.
