TO OFFER A JUDGEMENT OF THE SENATE AS TO THE GERMANENESS OF THE HUMPHREY, NH) AMENDMENT TO HJ RES 465, TO ESTABLISH A PANEL TO DETERMINE THAT THE CONSTITUTIONAL AND MORAL RIGHTS OF PERSONS WHO SEEK POLITICAL ASYLUM IN THE UNITED STATES ARE NOT DISREGARDED. THE PANEL WOULD STUDY SPECIFICALLY REQUESTS FOR ASYLUM MADE BY PERSONS FROM COMMUNIST COUNTRIES.
