THE HOLLINGS AMENDMENT WOULD STIPULATE THAT THE REGIONAL AIRPORTS AUTHORITY'S LEASE PAYMENTS BE ENOUGH TO PAY BACK TO THE FEDERAL GOVERNMENT AN AMOUNT EQUAL TO THE FAIR MARKET VALUE OF WASHINGTON DULLES INTERNATIONAL AIRPORT AND WASHINGTON NATIONAL AIRPORT, AT AN IMPUTED INTEREST RATE FOR SUCH REPAYMENT, WITHIN 35 YEARS OF THE DATE OF TRANSFER, WITH THE TOTAL NOT LESS THAN $111.4 MILLION.
