S. 2706: TO AGREE TO A MOTION TO WAIVE THE GERMANENESS REQUIREMENT OF THE CONGRESSIONAL BUDGET ACT AS IT APPLIES TO THE KASSEBAUM AMENDMENT TO S 2706, THE OMNIBUS BUDGET RECONCILIATION ACT. THE AMENDMENT WOULD PROVIDE UNIFORM STANDARDS OF LIABILITY FOR HARM ARISING OUT OF GENERAL AVIATION ACCIDENTS. (A THREE- FIFTHS MAJORITY OF THE TOTAL SENATE IS REQUIRED TO WAIVE THE GERMANENESS REQUIREMENT CONTAINED IN THE BUDGET ACT).
