TO SUSTAIN THE RULING OF THE CHAIR THAT THE KENNEDY, MA) AMENDMENT TO HJ RES 738, THE CONTINUING APPROPRIATIONS BILL, WAS NOT IN ORDER BECAUSE IT INVOLVED A NEW APPROPRIATION FOR AN UNAUTHORIZED PROGRAM. THE AMENDMENT WOULD APPROPRIATE $29 MILLION FOR HEALTH PLANNING AND REDUCE THE APPROPRIATION FOR THE PUBLIC HEALTH SERVICE BY AN EQUAL AMOUNT THROUGH UNIFORM PERCENTAGE REDUCTIONS IN ALL PROGRAMS AND ACTIVITIES.
