TO SUSTAIN A POINT OF ORDER THAT A QUORUM CALL WHICH DELAYS A VOTE ON A MOTION TO ACCEPT THE JOURNAL WHEN A QUORUM HAS BEEN ESTABLISHED IS OUT OF ORDER SINCE SUCH QUORUM CALLS ARE DILATORY AND IN VIOLATION OF THE INTENT OF S RES 28, THE 99TH CONGRESS RESOLUTION.
