H.R. 8069: TO TABLE HELMS AMENDMENT TO SCOTT AMENDMENT TO H.R. 8069. (SEE VARIABLE 412 FOR SCOTT AMENDMENT.) THE HELMS AMENDMENT RETAINS PROVISION OF BIDEN AMENDMENT THAT NO FUNDS SHALL BE USED TO REQUIRE ANY SCHOOL, AS A CONDITION FOR RECEIVING FEDERAL AID TO ASSIGN TEACHERS OR STUDENTS TO SCHOOLS FOR REASONS OF RACE.
