H.J.Res. 103: On Agreeing to the Amendment — (PURSUANT TO CLAUSE 2(D) OF RULE 23 OF THE RULES OF THE HOUSE STATING THAT IF THE VOTES OF THE DELEGATES AND OF THE RESIDENT COMMISSIONER WERE DECISIVE THE VOTE MUST BE RETAKEN IN THE FULL HOUSE, THE HOUSE AGREED TO THE BARTON OF TEXAS AMENDMENT IN THE NATURE OF A SUBSTITUTE THAT PROHIBITS REVENUES FROM GROWING FASTER THAN THE RATE OF INCREASE IN NATIONAL INCOME IN THE SECOND PRIOR FISCAL YEAR, UNLESS A THREE-FIFTHS VOTE OF THE TOTAL MEMBERSHIP OF BOTH THE HOUSE AND SENATE IS TAKEN TO APPROVE A SPECIFIC TAX INCREASE.)
