S. 3201: TO AGREE TO AN AMENDMENT, AS MODIFIED, TO S. 3201, THE PUBLIC WORKS EMPLOYMENT ACT OF 1976. THE AMENDMENT INCLUDES PROVISIONS FOR A COUNTERCYCLICAL ASSISTANCE PROGRAM WHICH AUTHORIZES $1.38 BILLION TO STATE AND LOCAL GOVERNMENTS AND $1.42 BILLION FOR THE CONSTRUCTION OF WASTE WATER TREATMENT FACILITIES.
