SUBSTITUTE FOR H.R. 8532, BY STRIKING THE AUTOMATIC TEMPORARY RESTRAINING ORDER PROVISIONS FROM TITLE V; B) PROHIBITS PERCENTAGE CONTINGENCY FEES IN PARENS PATRIAE ACTIONS WHERE THE STATE ATTORNEY GENERAL RETAINS PRIVATE COUNSEL; C) PROVIDES THAT TREBLE DAMAGE AWARDS IN WHICH THE FLUID CLASS RECOVERY METHOD IS UTILIZED ARE LIMITED TO THE OFFENSES OF PRICE FIXING AND THE PROCUREMENT OF A PATENT BY FRAUD.
