H.R. 7228: TO TABLE THE ALLEN APPEAL OF THE RULING OF THE CHAIR THAT THE ALLEN AMENDMENT TO H.R. 7228, TO PERMIT THE USE OF MEANS OTHER THAN STAMPS ON CONTAINERS OF DISTILLED SPIRITS AS EVIDENCE OF TAX PAYMENT, WAS OUT OF ORDER SINCE IT VIOLATED THE CONGRESSIONAL BUDGET ACT. THE ALLEN AMENDMENT WOULD RELIEVE COMPANION SERVICES OF WITHOLDING TAX REGULATIONS.
