H.R. 4544: TO OFFER AN AMENDMENT IN THE NATURE OF A SUBSTITUTE FOR THE THOMPSON SUBSTITUTE AMENDMENT FOR THE COMMITTEE SUBSTITUTE BILL FOR H.R. 4544, THE BILL IMPROVING THE BLACK LUNG BENEFITS PROGRAM ESTABLISHED UNDER THE FEDERAL COAL MINE HEALTH AND SAFETY ACT. THE ERLENBORN SUBSTITUTE AUTHORIZES THE FILING OF CLAIMS THROUGH THE DEPARTMENT OF LABOR FOR ONE YEAR AFTER THE EFFECTIVE DATE OF THE BILL. AFTER THE ONE YEAR DEADLINE, THE FEDERAL GOVERNMENT SHALL DISCONTINUE THE PROGRAM, AND ALL CLAIMS WOULD BE FILED AND PAID PURSUANT TO THE WORKERS' COMPENSATION LAWS OF THE SEPARATE STATES.
