H.R. 7308: TO AMEND H.R. 7308, THE FOREIGN INTELLIGENCE SURVEILLANCE ACT OF 1978, BY REQUIRING THE PRESIDENT TO NOTIFY THE HOUSE AND SENATE INTELLIGENCE COMMITTEES WHEN HE HAS REASON TO BELIEVE THAT THE COMMUNICATIONS OF U.S. CITIZENS ARE BEING MONITORED BY FOREIGN AGENTS OR FOREIGN GOVERNMENTS. THE KEMP AMENDMENT ALSO REQUIRES THE PRESIDENT TO NOTIFY THE TARGETS OF SURVEILLANCE AND TO ASK THE FOREIGN POWER INVOLVED TO CEASE AND DESIST SUCH SURVEILLANCE, AS LONG AS SUCH ACTION WOULD NOT SERIOUSLY THREATEN THE NATIONAL SERCURITY OF THE UNITED STATES.
