H.R. 5262: TO AMEND H.R. 5262 BY INSTRUCTING U.S. DELEGATES TO VOTE AGAINST FINANCIAL ASSISTANCE TO ANY COUNTRY THAT CONSISTENTLY IS RESPONSIBLE FOR GROSS VIOLATIONS OF INTERNATIONALLY RECOGNIZED HUMAN RIGHTS, EXCEPT WHERE THOSE FUNDS DIRECTLY BENEFIT THE HUMAN NEEDS OF THE POPULATION OF THAT COUNTRY.
