THE STEVENSON AMENDMENT #505, OFFERED AS A SUBSTITUTE TO THE DOMENICI AMENDMENT (SEE RC 234 EXCLUDES CONGRESS FROM EFFECTIVE PARTICIPATION IN THE DEVELOPMENT OF THE USER FEE SYSTEM AND TRANSFERS THE RESPONSIBILTIY FOR RECONSTRUCTION OF LOCKS AND DAM 26 TO THE ARMY CORPS OF ENGINEERS.
