THE BUMPERS AMENDMENT, OFFERED AS A SUBSTITUTE FOR THE CHURCH UNPRINTED AMENDMENT #633, WOULD FURTHER RESTRICT THE FUNDING FOR THE CLINCH RIVER BREEDER REACTOR WITH THE PURPOSE OF SOON TERMINATING THE PROJECT.
