TO TABLE ALLEN AMENDMENT #77 TO ARTICLE V OF THE NEUTRALITY TREATY. AMENDMENT #77 STATES THAT THE PROVISIONS OF THE NEUTRALITY TREATY SHALL NOT PREVENT THE UNITED STATES AND PANAMA FROM NEGOTIATING LATER AGREEMENTS TO MAINTAIN U.S. MILITARY PRESENCE IN PANAMA AFTER THE YEAR 1999.
