S. 419: TO AMEND S. 419, THE BILL ESTABLISHING A FEDERAL PROGRAM TO TEST THE COMMERCIAL, ENVIRONMENTAL, AND SOCIAL VIABILITY OF VARIOUS OIL SHALE TECHNOLOGIES. THE HANSEN AMENDMENT GIVES THE SECRETARY OF ENERGY THE OPTION TO USE ONE OF THREE ALTERNATIVE APPROACHES TO THE TEST PROJECT, RATHER THAN THE MANDATED "GOVERNMENT-OWNED, CONTRACTOR-OPERATED" (GOCO) APPROACH.
