S. 3084: TO AMEND S. 3084 BY CLARIFYING THE MEANING OF THE PHRASE "EXPECTED TO RESIDE IN THE COMMUNITY" AS CONTAINED IN THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974. THE GRIFFIN AMENDMENT INTERPRETS THIS PHRASE TO MEAN "THOSE PERSONS EXPECTED BY THE COMMUNITY TO RESIDE IN THAT COMMUNITY REGARDLESS OF WHETHER THE APPLICANT IS OR IS NOT AWARDED FUNDING UNDER THIS ACT."
