S. 2850: TO AGREE TO AN AMENDMENT OFFERED IN THE NATURE OF A SUBSTITUTE FOR DOMENICI AMENDMENT #1485 TO S. 2850. THE JAVITS AMENDMENT AUTHORIZES THE USE OF 0.5% OF THE TITLE III AUTHORIZATION OR UP TO $5 MILLION FOR PAYMENT OF THE "EXCESS COSTS" OF PROVIDING SERVICES TO ELDERLY PEOPLE LIVING IN RURAL AREAS. THE MODIFIED DOMENICI AMENDMENT #1485 ALTERS THE FORMULA FOR DISTRIBUTING TITLE III FUNDS SO AS TO PROVIDE GREATER AID TO STATES THAT MUST PROVIDE SERVICES TO OLDER AMERICANS LIVING IN RURAL AREAS.
