H.R. 12929: TO TABLE THE BARTLETT APPEAL FROM THE RULING OF THE CHAIR THAT BARTLETT AMENDMENT #1930 TO H.R. 12929 WAS OUT OF ORDER ON THE GROUNDS THAT IT WAS LEGISLATION IN AN APPROPRIATIONS BILL. BARTLETT AMENDMENT #1930 BARS THE USE OF THESE APPROPRIATIONS TO APPLY OSHA REGULATIONS TO SMALL BUSINESSES WHICH EMPLOY TEN OR FEWER EMPLOYEES OR TO INDUSTRIAL GROUPS THAT HAVE AN OCCUPATIONAL INJURY INCIDENCE RATE OF SEVEN OR LESS INJURIES PER ONE HUNDRED FULL-TIME EMPLOYEES.
