H.R. 13511: THAT THE SENATE SUSTAIN THE RULING OF THE CHAIR THAT THE HEINZ AMENDMENT #4078 TO H.R. 13511 IS OUT OF ORDER BECAUSE IT WOULD CAUSE U.S. REVENUES TO BE LESS THAN THE APPROPRIATE LEVEL OF REVENUES SET FORTH IN THE SECOND CONCURRENT RESOLUTION ON THE FEDERAL BUDGET. HEINZ AMENDMENT #4078 PROVIDES FOR A $75 REFUNDABLE TAX CREDIT FOR THE ELDERLY FOR ENERGY-RELATED EXPENSES.
