THE LUGAR AMENDMENT WOULD CHANGE LOAN (CONTINUED) RATES, LAND DIVERSION AND PAYMENT YIELD FOR THE 1982 THROUGH 1985 CROPS OF WHEAT, FEED GRAINS, RICE AND COTTON, AND ELIMINATE TARGET PRICES.
