THE HELMS AMENDMENT WOULD TRANSFORM PROPOSED CONDITIONS ON U.S. MILITARY AID TO EL SALVADOR INTO A STATREMENT OF THE SENSE OF THE CONGRESS THAT U.S. MILITARY AID SHOULD BE USED TO ENCOURAGE A PEACEFUL AND DEMOCRATIC SOLUTION OF THE CIVIL WAR THERE, PROTECT HUMAN RIGHTS AND PROMOTE ECONOMIC AND POLITICAL REFORM.
