THE AMENDMENT PROVIDES THAT, NOT WITHSTANDING ANY PROVISION OF THE JOINT RESOLUTION, FOR THE PURPOSES OF SECTION 101(A)(1) ANY AMOUNTS MADE AVAILABLE FOR TRAVEL (EXCEPT BY THE FEDERAL BUREAU OF INVESTIGATION, THE SECRET SERVICE, THE CUSTOMS SERVICE, THE DRUG ENFORCEMENT ADMINISTRATION, AND THE IMMIGRATION AND NATURALIZATION SERVICE) SHALL NOT, IN THE AGGREGATE, EXCEED 95 PERCENT OF THE FISCAL YEAR 1981 RATE.
