S. 1196: TO AMEND THE HART AMENDMENT WITH A SUBSTITUTE AMENDMENT TO S. 1196, BY CONDEMNING THE LIBYAN GOVERNMENT FOR ITS SUPPORT OF INTERNATIONAL TERRORIST MOVEMENTS, ITS DISRUPTIONS OF EFFORTS TO ESTABLISH PEACE IN THE MIDDLE EAST AND ITS ATTEMPTS TO CONTROL OTHER NORTH AFRICAN NATIONS. FURTHER THE SUBSTITUTE AMENDMENT STATES THAT THE PRESIDENT SHOULD REVIEW STEPS THE UNITED STATES MIGHT TAKE WITH ITS ALLIES TO FORCE LIBYA TO STOP SUCH ACTIVITIES, INCLUDING THE POSSIBILITY OF PROHIBITING THE IMPORTATION OF LIBYAN OIL.
