H.R. 4169: TO AMEND H.R.4169, A BILL APPROPRIATING FUNDS FOR FISCAL YEAR 1982 FOR THE DEPARTMENTS OF COMMERCE, JUSTICE, STATE, JUDICIARY, AND RELATED AGENCIES. THE HELMS AMENDMENT, WITH REFERENCE TO THE LANGUAGE OF THE WEICKER AMENDMENT, PROVIDES THAT NOTHING SHALL BE INTERPRETED IN DEROGATION OF THE LIMITATION ON EXPENDITURES. THE WEICKER UNPRINTED AMENDMENT NO.632, ADOPTED ON NOVEMBER 17, PROVIDES THAT NOTHING IN THE ACT SHALL BE INTERPRETED AS THE ESTABLISHMENT OF RELIGION OR PROHIBITING THE FREE EXERCISE THEREOF.
