H.R. 13179: TO AMEND THE BUCHANAN SUBSTITUTE AMENDMENT FOR THE SNYDER AMENDMENT TO H.R. 13179, TO AUTHORIZE APPROPRIATIONS FOR THE DEPARTMENT OF THE STATE FOR THE RENEGOTIATION OF THE 1903 PANAMA CANAL TREATY. THE BUCHANAN AMENDMENT PROVIDES THAT ANY NEW TREATY MUST PROTECT THE VITAL INTERESTS OF THE U.S.. THE SNYDER AMENDMENT THERETO STRIKES THE PHRASE "VITAL INTERESTS" AND INSERTS "PERPETUATE THE SOVEREIGNTY AND CONTROL" OF THE U.S..
