H.R. 6863: (CONTINUED) TO AMEND H.R. 6863 TO PROVIDE THAT NOTHING IN THE BILL SHALL BE DEEMED TO CHANGE OR OTHERWISE AFFECT THE STANDARDS AN PROCEDURES PROVIDED IN THE NATIONAL SECURITY ACT OF 1947, AS AMENDED, THE FOREIGN ASSISTANCE ACT OF 1961, AS AMENDED, AND THE WAR POWERS RESOLUTION OF 1973. THE BUMPERS AMENDMENT FURTHER PROVIDES THAT THE ACT DOES NOT CONSTITUTE THE STATUTORY AUTHORIZATION FOR INTRODUCTION OF UNITED STATES ARMED FORCES CONTEMPLATED BY THE WAR POWERS RESOLUTION.
