THE ORIGINAL METZENBAUM AMENDMENT ADDS FUNDS FOR UNEMPLOYMENT BENEFITS, AND IT SUSPENDS, UNTIL THE UNEMPLOYMENT RATE IS BELOW 8.7 PERCENT, PROVISIONS OF THE 1981 RECONCILIATION BILL THAT DENY BENEFITS TO INDIVIDUALS WHOSE REGULAR UNEMPLOYMENT BENEFITS HAD BEEN EXHAUSTED.
