HJR 13: TO AMEND THE LEVITAS AMENDMENT TO H. J. RES. 13 WITH AN AMENDMENT IN THE NATURE OF A SUBSTITUTE, AS AMENDED BY THE HYDE AMENDMENT, FOR THE LEVITAS AMENDMENT. THE AMENDMENT NOW PROVIDES THAT REDUCTIONS IN NUCLEAR WEAPONS SHOULD BE ACHIEVED WITHIN A REASONABLE, SPECIFIED PERIOD OF TIME AS DETERMINED BY NEGOTIATIONS. THE DICKS AMENDMENT PROVIDES THAT IN THE NEGOTIATING PROCESS, AFTER A FREEZE IS AGREED TO, NEGOTIATORS SHOULD PROCEED IMMEDIATELY TO PURSUING REDUCTIONS. (MOTION PASSED)
